Although it is widely accepted that a basic task of schooling is to prepare each new generation for their responsibilities as citizens, the appropriate form and content of citizenship education is often controversial. This paper discusses some of these controversies. I begin by arguing that citizenship is more complicated than is often realized, and that even 'minimal' conceptions of citizenship impose significant obligations and constraints on individual and group behaviour. I then consider three inter-related areas of debate: whether citizenship education requires common schooling; whether promoting responsible citizenship requires promoting personal autonomy; and whether promoting a shared civic identity requires teaching not only shared political values or principles but also promoting particular national or cultural identities. These three issues help illustrate the centrality of education for citizenship to both political theory and educational philosophy. [author's abstract]

Die Bundesverfassung sieht als Grundsätze der Haushaltsführung des Bundes die Wirkungsorientierung sowie Gender Budgeting vor. Damit sind Bund, Länder und Gemeinden verpflichtet, bei der Haushaltsführung die tatsächliche Gleichstellung von Frauen und Männern anzustreben. Das vorliegende Reihenpaper enthält zwei Beiträge, die sich mit der Umsetzung von Gleichstellungszielen im Rahmen der wirkungsorientierten Haushaltsführung auseinander setzen. Zum einen wird der Prozess der wirkungsorientierten Steuerung im Bundesland Steiermark beschrieben, zum anderen die Umsetzung der Zielsetzung der Erhöhung des Frauenanteils in Professuren und Laufbahnstellen im Wissenschaftsressort.

To increase the share of women in leading positions at universities is one goal of Austrian higher education policy. This goal is formulated by the Universities Act 2002, which aims to achieve equal representation of women and men in all spheres and at all hierarchical levels and also formulates guidelines for appointment procedures which have to be implemented in the university's statute. These guidelines should foster transparency and equality in appointment procedures. This paper discusses the implementation of these guidelines for appointment procedures at university level. The analysis illustrates the broad scope for action of universities within the given legal framework and shows how universities use this scope to address specific targets and foci. Furthermore it becomes evident that a – in most cases unintended – gender bias may occur in all stages of an appointment procedure and how specific regulations may address that problem. Im universitären Kontext gehören Mentoringprogramme seit Jahren zu den zentralen Maßnahmen zur Förderung der Gleichstellung von Frauen und Männern. Über die Akzeptanz, Umsetzung und Zielerreichung von Mentoringprogrammen für Frauen an Universitäten liegt eine Reihe von Informationen vor. So wurden einzelne Projekte für Wissenschafterinnen evaluiert und auf Basis der Ergebnisse weiterentwickelt. Einige Fragestellungen wurden bislang jedoch noch nicht diskutiert. Diese ergeben sich zum einen aus aktuellen hochschulpolitischen Entwicklungen und zum anderen aus der aktuellen Literatur zu Mentoring. Konkret werden folgende Fragen durch die Beiträge des vorliegenden Bandes diskutiert: Mit welchen Herausforderungen sehen sich Mentoringprogramme aktuell konfrontiert? Inwiefern besteht Weiterentwicklungsbedarf bestehender Mentoringprogramme? Unter welchen Bedingungen können etablierte Mentoringprogramme, die als frauenfördernde Maßnahmen konzipiert sind, auch für weitere Diversitätsgruppen geöffnet werden? Welches Potential ist mit der Weiterentwicklung von Mentoring in Richtung Sponsorship verbunden? Inwieweit können Mentoringkonzepte, die sich im universitären Bereich bewährt haben, auf den außeruniversitären Bereich übertragen werden? (Autorenreferat)

At a time of crisis – a true state of emergency – both the Court of Justice of the European Union and the German Federal Constitutional Court have failed the rule of law in Europe. Worse still, in their evaluation of the ersatz crisis law, which has been developed in response to financial and sovereign debt crises, both courts have undermined constitutionality throughout Europe. Each jurisdiction has been implicated within the techocratisation of democratic process. Each Court has contributed to an incremental process of the undermining of the political subjectivity of European Citizens. The results are depressing for lawyers who are still attached to notions of constitutionality. Yet, we must also ask whether the Courts could have acted otherwise. Given the original flaws in the construction of Economic and Monetary Union, as well as the politically pre-emptive constraints imposed by global financial markets, each Court might thus be argued to have been forced to suspend immediate legality in a longer term effort to secure the character of the legal jurisdiction as a whole. Crisis can and does defeat the law. Nevertheless, what continues to disturb is the failure of law in Europe to open up any perspective for a return to normal constitutionality post crisis, as well as its apparent inability to give proper and honest consideration to the hardship now being experienced by millions of Europeans within crisis. This contribution accordingly seeks to reimagine each Judgment in a language of legal honesty. Above all, this contribution seeks to suggest a new form of post-national constitutional language; a language which takes as its primary function, proper protection of democratic process against the ever encroaching powers of a post-national executive power.

The EU has tried to bridge decision making by qualified majority and unanimity over the years by expanding qualified majorities (consensus) or by making unanimities easier to achieve. I call this decision-making procedure q-"unanimity" and trace its history from the Luxembourg compromise to the Lisbon Treaty, and to more recent agreements. I analyze the most recent and explicit mechanism of this bridging (article 31 (2) of the Lisbon Treaty) and identify one specific means by which the transformation of qualified majorities to unanimities is achieved: the reduction of precision or scope of the decision, so that different behaviors can be covered by it. I provide empirical evidence of such a mechanism by analyzing legislative decisions. Finally, I argue that this bridging is a ubiquitous feature of EU institutions, used in Treaties as well as in legislative decision-making.

Sovereign wealth funds (SWFs), government-owned or managed investment vehicles, have proliferated at a remarkable rate over the past decade, even as political controversy has surrounded them. Why? The extant literature depicts the process of SWF creation as driven by functional imperatives associated with "excess" revenue and reserves accumulated from commodity booms and large current account surpluses. I argue that SWF creation also reflects in large part a process of contingent emulation in which first this policy has been constructed as appropriate for countries with given characteristics, and then when countries took on these characteristics, they followed their peers. Put simply, fashions and fads in finance matter for policy diffusion. I assess this argument using a new dataset on SWF creation that covers nearly 80 countries from 1984 to 2007. The results suggest peer-based contingent emulation has been a crucial factor shaping the decision of many countries to create a SWF, especially among fuel exporters.

Der Artikel stellt Ergebnisse aus dem Projekt Mobility2know, das durch das Programm ways to go des bmvit gefördert wurde, dar. Dabei wurde erstmalig in Österreich neben sozioökonomischen und demografischen Daten auch die Milieuzugehörigkeit erfasst. Basierend auf einer Telefonbefragung zur Alltagsmobilität von 1.030 Personen werden soziokulturelle Differenzierungen von mobilitätsrelevanter Information, Verfügung über IKT, Wissen über öffentliche Verkehrsangebote sowie über Informations-zufriedenheit dargestellt. Ausgangspunkt der Untersuchungen ist eine Definition von mobilitätsrelevanter Information, nicht das Wissen über Verkehrsmittel und -wege, sondern Informationspraktiken fokussiert, die mit physischer Fortbewegung verbunden sind. Mittels Faktorenanalyse wird belegt, dass sich internetgestützte Information im Rahmen vorab geplanter Wege inzwischen etabliert hat, während sie in der On-Trip-Information noch weitgehend am Anfang steht. Weiters wird gezeigt, dass bestimmte Milieus, wie Moderne Performer, Experimentalisten oder auch Postmaterialisten die Verbreitung IKT-gestützter Mobilitätsinformation in besonderem Maße vorantreiben. Schließlich wird die Bedeutung von milieuspezifischer Technikaffinität bzw. Technikaversion für die Art und Weise mobilitätsbezogener Informationsaktivitäten, für die Verfügung über IKT sowie die Informationszufriedenheit dargestellt.

"This paper examines the problems of the single currency in light of the organization of labour relations in the member-states and their interaction with monetary policies. Continental (western) Europe consists of two very different systems of employment and labour relations, roughly coinciding with 'coordinated market economies' (CME) in the north-west of the continent, and 'Mixed Market Economies' in the south. These differences in employment relations and wage-setting systems implied that, against the background of a relatively restrictive one-size-fits-all monetary policy in place since 1999, the north-west of the continent systematically improved its competitiveness, while the south lost competitiveness in parallel. Small differences between the two groups of countries at the start of EMU thus were accentuated and, against the background of low growth and an almost closed E(M)U economy, the northern CMEs accumulated current account surpluses while the GIIPS ran into severe balance of payments problems in 2010 and 2011. The sovereign debt crises of 2010-11, which threatened the survival of the Euro-zone itself in November and December 2011, simply reflected these structural imbalances: current account deficits are financed through debt, private and public. The problem with EMU, in other words, is one of current accounts, not fiscal deficits. The paper reconstructs the construction and emergence of this system through an examination of the development of wage-setting systems against the background of monetary integration in Europe since the second oil shock." "Basic public pension schemes and cut backs in earnings-related public pensions led to an increasing role of supplementary pensions such as pension funds for old-age incomes. In addition to demographic changes that challenge public pensions, private pensions face financial market risks. To what extent are the scope of pension fund capitalism and the impact of financial crises on pension funds related to different institutional arrangements? Given that different production regimes reflect different pension systems, we expect systematic diversities with regard to the public-private pension mix and the specific design of supplementary pensions. These varieties should be mirrored in different forms of vulnerability of pension funds to financial market crises. We hypothesize a higher scope of pension fund capitalism and vulnerability to financial market crises in countries with predominant market-based coordination mechanisms and short term strategies on financial markets (i.e. Liberal Market Economies)." "Die vorliegende Arbeit geht der Frage nach, ob und gegebenenfalls welche Wirkungen autobiographisches Erzählen als spontanes Erzählen von Selbsterlebtem auf BiographInnen haben kann. Den Untersuchungsrahmen liefert das autobiographisch-narrative Interview nach Schütze (1983), welches zur Erzählung der eigenen Lebensgeschichte anregt und verstärkt in der Biographieforschung Anwendung findet. Dabei werden nicht nur mögliche Chancen autobiographischen Erzählens aufgezeigt, sondern wird auch möglichen Risiken der Erzählung nachgegangen. Aufgrund der noch überschaubaren Anzahl an sozialwissenschaftlichen Publikationen zu diesem Thema wird die theoretische Aufarbeitung des Forschungsstands mittels empirischer Untersuchung ergänzt. Der Mehrwert sowohl für die Erzähl- wie auch für die Interviewperson, Hinweise für einen angemessenen Umgang in der Interviewsituation sowie weitere forschungspraktische Tipps werden in der Auswertung herausgearbeitet." 'Diese Studie analysiert Arbeitsmarktreformen in Deutschland und Irland, zwei Ländern, welche unterschiedliche politische und institutionelle Zwänge aufweisen. Untersucht wird, wie sich der gemeinsame Effekt des institutionellen Gefüges und der Regierungsideologie auf die Gestaltung der Arbeitsmarktpolitik auswirkt. Die Fallstudien zeigen, dass linke Regierungen in Ländern mit hohen institutionellen Zwängen mehr Kosten einsparen müssen, um sich die Unterstützung der Oppositionsparteien zu sichern. Damit die Regierung die Unterstützung der Gewerkschaften nicht verliert, wird bei der Gestaltung der Reform besonders auf die Bedürfnisse der Kernarbeitnehmerschaft Rücksicht genommen. Die bevorzugte Behandlung von 'Insidern' in Ländern mit hohen institutionellen Zwängen geschieht auf Kosten der Arbeitnehmer, welche nicht von einflussreichen Interessenorganisationen vertreten werden ('Outsider'). In Ländern, wo linke Regierungen bei Reformen nicht auf die Unterstützung der Opposition angewiesen sind, hat die Regierung die Möglichkeit, die verbliebenen Ressourcen auf unterschiedliche Segmente der Arbeitnehmerschaft zu verteilen.'
